The Caltrans Project

In July 2013, the California Department of Corrections and Rehabilitation (CDCR) and the California Department of Transportation (Caltrans) contracted with the San Bernardino Community College District (SBCCD) to operate two transitional work crews for high-risk parolees recently released from prison with the goal of encouraging successful reintegration into the community.  This first-of-its-kind collaboration developed a program that facilitates positive employment outcomes, job retention, and a reduction of recidivism.

And thus -- The Caltrans Project was born. 

We augment our program services by leveraging relationships with the California State Reentry Initiative (CSRI) to provide wrap around services and the Urban Conservation Corp to coordinate the daily transitional work. Since inception, this groundbreaking program and its partnerships have transformed countless lives. Participants who utilize SBCCD’s Economic Development and Corporate Training (EDCT) services have an employment rate of 65 percent and only 2.5 percent return back into custody. This video was created by EMPIRE | KVCR in order to demonstrate the intricate multi-organizational collaboration that is lead by the SBCC District.  It depicts the amazing true-life outcomes enjoyed by successful participants.
